Abstract

This research aims to find out and analyze the effect of human resources quality and human resources empowerment on electronic-based government system either directly or indirectly through Employees Performance at Communication and Informatics Department Palu. This was an explanatory research with 40 respondents as the sample selected through census sampling technique. The data analysis used Partial Least Square method with aid of SmartPLS v.3.3.2 application with human resources quality and the empowerment as the dependent variable, the implementation of electronic-based government system as the independent variable, and employees’ performance as the mediating variable. The research results showed that human resources quality and human resources empowerment affect employees performance at Communication and Informatics Department Palu, human resources quality, human resources empowerment, and the performance of the employees at Communication and Informatics Department Palu affect the implementation of electronic based government system and human resources quality and human resources empowerment indirectly affect the implementation of electronic-based government system through the performance of the employees  of Communication and Informatics Department Palu.
